Future of India’s Legal System Takes Centre Stage as Reforms Utsav & Chintan Shivir 2026 Opens at Mount Abu

New Delhi/Mount Abu, July 4: In a significant initiative aimed at reimagining India’s legal and legislative architecture in line with the national vision of Viksit Bharat @2047, the Department of Legal Affairs and the Legislative Department under the Ministry of Law & Justice on Saturday inaugurated the two-day ‘Reforms Utsav & Chintan Shivir 2026’ at Gyan Sarovar, the Brahma Kumaris Headquarters in Mount Abu, Rajasthan.

Centred on the theme “Building a Future-Ready Legal Ecosystem for Viksit Bharat @2047,” the conclave brings together officers of the Ministry to deliberate on institutional reforms, modernisation of legal governance, enhancement of legal advisory mechanisms, legislative excellence, and citizen-centric justice delivery.

Inaugurating the event, Shri Arjun Ram Meghwal, Union Minister of State (Independent Charge) for Law & Justice, called upon officers to embrace the spirit of chintan (thoughtful reflection) over chinta (worry), urging them to generate innovative ideas capable of strengthening India’s legal governance framework and improving the quality of legal advice and public service delivery.

Paying homage to Swami Vivekananda on his death anniversary, the Minister underscored the values of innovation, collaboration, and institutional excellence as indispensable pillars in building a resilient and future-ready legal ecosystem.

He observed that transformative reforms within the legal administration would play a pivotal role in realising the constitutional aspirations of an inclusive and developed India by 2047.

The deliberations during the two-day conclave are expected to focus on reform-oriented strategies for enhancing institutional capacity, legislative processes, and legal administration, reflecting the Government’s continued emphasis on modernising the justice ecosystem in tune with emerging national priorities.

Addressing the gathering, Dr. Rajiv Mani, Secretary, Department of Legal Affairs and Legislative Department, underscored the significant reforms undertaken over the past 12 years, observing that they have laid a firm foundation for the next phase of transformation.

He emphasized that robust legal governance, stronger institutional capacity, digital transformation, technology-enabled administration, and high-quality legal advice are essential to building a modern, efficient, and citizen-centric legal ecosystem.

The programme then moved into parallel brainstorming sessions of the two Departments under the theme “Innovation, Collaboration and Institutional Excellence.”

The Department of Legal Affairs deliberated on core areas including legal governance, litigation management, legal advice, Alternative Dispute Resolution (ADR), Artificial Intelligence, digital governance, LIMBS, citizen services, institutional reforms, capacity building, and administrative excellence.

Meanwhile, the Legislative Department discussed legislative drafting reforms, legislative impact assessment, official languages, translation, publications, institutional learning, and enhanced collaboration with Ministries.

The day’s discussions reaffirmed the Ministry’s resolve to strengthen legal governance, encourage innovation, and advance a transparent, efficient, and future-ready legal ecosystem in alignment with the vision of Viksit Bharat @2047.
