Justice Prevails: CBI Designated Court Sentences Two P.A.C. Personnel to Life Imprisonment in Rampur Tiraha Muzaffarnagar Case

In a landmark ruling, the Trial Court of the Additional Session Judge in Muzaffarnagar, Uttar Pradesh, has delivered justice by sentencing Shri Milap Singh and Shri Virender Pratap, former policemen of the Provincial Armed Constabulary (P.A.C.), to life imprisonment with a fine of Rs. 1,00,000 each. This verdict stems from a harrowing case related to the Rampur Tiraha incident in Muzaffarnagar.

The court’s decision, handed down on March 18, 2024, under sections 376(2)(g), 392, 354, and 509 of the Indian Penal Code (IPC), culminates years of legal proceedings initiated after the gruesome events of October 1-2, 1994.

The case originated from a rally organized by the Uttarakhand Sangharsh Samiti at Red Fort, Delhi, where individuals from hill areas converged to participate. However, upon reaching Rampur Tiraha, Muzaffarnagar, the rallyists were intercepted by the police and detained, leading to allegations of rape and molestation against the detainees, including 47 women.

The Hon’ble Allahabad High Court intervened following a Writ Petition filed by the Uttarakhand Sangharsh Samiti, prompting a Preliminary Enquiry by the Central Bureau of Investigation (CBI). Subsequently, on January 25, 1995, the CBI registered a case based on the allegations of vandalism and heinous crimes committed by police personnel, including molestation and rape.

After a thorough investigation and the examination of 15 witnesses during the trial, the CBI filed a charge sheet on March 21, 1996, leading to the recent conviction of the accused.

The sentencing serves as a resounding affirmation of justice and accountability, with the court also mandating that the entire fine amount be allocated to the victim.

This verdict stands as a testament to the unwavering commitment of the judiciary to uphold the rule of law and ensure that perpetrators of such egregious crimes are held accountable for their actions.
