NHRC at 32: Secy-Gen Bharat Lal Reaffirms Commission’s Resolve to Uphold Constitutional Ideals, Global Human Rights Standards

New Delhi, October 18 — The National Human Rights Commission (NHRC) commemorated its 32nd Foundation Day with a solemn reaffirmation of its dedication to the core constitutional values of justice, equality, liberty, and dignity for every individual. Addressing the gathering, NHRC General Secretary Bharat Lal emphasized that the occasion was “not just a celebration, but a reaffirmation of our collective commitment to the ideals enshrined in the Constitution.”

The event was graced by the presence of Shri Ram Nath Kovind, former President of India, as Chief Guest. Lal expressed deep appreciation for Kovind’s participation, noting, “Your outreach to the Global South is remarkable and inspires all of us.”

Highlighting the Commission’s evolving role, Bharat Lal described NHRC as the “conscience keeper of democratic values,” actively guiding States and Union Territories on critical human rights issues. Among its key initiatives, the Commission has prioritized the rehabilitation of individuals engaged in beggary and the mental well-being of prisoners. Comprehensive surveys on prison mental health have been launched, underscoring NHRC’s belief in rehabilitation and restorative justice.

“The NHRC has undertaken the issue of ‘mental well-being’ as a top priority and several steps have been taken. It includes survey of all mental health institutions of the country, a report on the same followed by a conference and an advisory was issued. Recognizing the number of suicides among children and youth, last year on Human Rights Day, NHRC organized a conference, which came out with actionable solutions. Recently, we also hosted an Open House discussion on prevention of ragging in colleges and institutions of higher learning.”

The NHRC continues to act as a vigilant watchdog, frequently taking Suo motu cognizance of rights violations. Its efforts in capacity building and student sensitization aim to nurture future leadership, with initiatives such as online and offline moot court competitions gaining traction. The Commission also maintains strong partnerships with civil society organizations to amplify its outreach.

In a move toward greater inclusivity, the NHRC now accepts complaints in all 22 officially recognized languages of India. Its digital platform, NHRC Net, has been extended to other commissions to foster inter-agency collaboration.

“Our international engagement has also expanded. NHRC, India has played an active role in Global Alliance of NHRIs, Asia Pacific Forum, and Commonwealth Forum of NHRI.In recent years, the Commission engaging with NHRIs of Global South on various dimensions of human rights. These initiatives reflect India’s commitment and contribution in strengthening human rights globally. You will be happy to note that yesterday India has been elected unopposed to Human Rights Council for a 3-year term (2026 – 28) starting next year for 7th time.  This election reflects India’s unwavering commitment to human rights and its standing.”

On the international front, NHRC’s engagement has expanded significantly. India has played a vital role in the Global Alliance Partnership of National Human Rights Institutions (NHRIs) and the Asia Pacific Forum. Notably, India has been elected for the seventh time as a member of the United Nations Human Rights Council, reinforcing its global commitment to human rights advocacy.

The Foundation Day celebrations concluded with a renewed pledge to uphold the Commission’s mission and strengthen its role in both national and international human rights discourse.
