A review meeting on PMFBY was convened on 19 th July 2019
under the Chairmanship of Sri C. Parthasarathi, I.A.S.,
A.P.C.&Prl. Secretary to the Govt., A&C, Dept. on 19-07-2019.
Dr.Ashish Kumar Bhutani, I.A.S. Joint Secretary to the GOI, Dept.
of Agril.& FW has participated and reviewed the status of
implementation of PMFBY scheme. Sri Rahul Bojja, I.A.S.,
Commissioner of Agriculture, TS and Ms GargiUpadhyaya , TSU,
GOI also participated.
The APC &Prl. Secy. to the Govt., Telangana presented the
implementation status of the scheme in Telangana state stating
that more claims have been settled for Cotton crop under
RWBCIS. The crop loss in other crops like Maize and Soybean
crops, were compensated by the Insurance claims.
Crop Insurance assumes more importance in the situations of
crop loss due to monsoon aberrations and pest attack.
Enrolment of Non loanee farmers should be addressed by the
participation of AEOs at grass root level for motivating the
farmers to enrol themselves through Common Service Centres.
He further mentioned that all the empanelled Insurance
Companies are not participating in the bidding process whereby
the premium rates are increasing year by year.
In view of drought like situation wherein sowing status and
consequently enrolment is low , he requested that cut-off date for
cotton may be extended by one week.
The Joint Secretary to the GOI, mentioned the fact that In terms
of number of farmers enrolled under Crop insurance India
stands first in the World.
He highlighted importance of Crop insurance and the need for it.
He said that loss assessors should be engaged by Insurance
companies so that the assessment can be carried on within 72
hours in case of localized calamities.
As the scheme is complicated, training will be provided to officers
and these master trainers in turn can train the officers/
bankers/CSCs in the districts.
While interacting with the Insurance Companies it was insisted
that there should not be any delay in settlement of claims under
PMFBY scheme.
Use of latest technology like Satellite data with ground truthing
will facilitate faster settlement of crop Insurance claims by
providing real time yield data. It is proposed to revise the
guidelines after obtaining the State Government’s opinion.
Timely uploading of the accurate farmer’s data in the Crop
Insurance Portal by the bankers will mitigate the problems in
claim settlement.
Aadhar capturing is inevitable for enrolment of farmers under
PMFBY and enrolling of non laonee farmers through CSCs is
absolutely free of cost by producing the documents like land
records, Bank pass book, Aadhar card etc. CSC must not charge
any amount for enrolling the farmers for crop insurance and it
must be prominently displayed in notice board in all CSCs.
District Collectors must conduct review meetings on PMFBY
which will improve enrolment considerably.
Special drive must be conducted to create awareness on KCC (
Kisan Credit Cards). Further, he advised SLBC to disburse crop
loans through KCC only.
Addl. Director of Agriculture, other Department officers,
representatives from SLBC, TSDPS, DES, DCCB, CSC State
head, AIC, NIC,IFFCO Tokyo, ICICI, Bajaj Allaince also
participated in the meeting.
