Hyderabad’s Global Push: Telangana CM Leads Talks with JICA for Metro Rail, Musi Rejuvenation & Radial Roads Funding

Tokyo-17-April.In an important diplomatic and developmental step, the official Telangana Rising delegation led by Chief Minister A. Revanth Reddy held promising discussions with top executives of the Japan International Cooperation Agency (JICA) in Tokyo on Thursday. The high-level meeting focused on securing financial support for several major urban infrastructure initiatives aimed at transforming Hyderabad into a world-class metropolis.

The talks cantered around key flagship projects including Hyderabad Metro Rail Phase 2, the revitalization of the Musi River, and the development of radial road networks connecting the city’s Outer Ring Road (ORR) and the proposed Regional Ring Road (RRR). These projects are part of the Telangana government’s ambitious plan to elevate the city’s infrastructure and liveability to global standards.
Accompanied by a team of senior officials from the Telangana government, Chief Minister Revanth Reddy met with JICA’s Senior Vice President, Mr. Shohei Hara, and other senior officials. During the discussions, the Chief Minister presented a compelling case highlighting Telangana’s investor-friendly environment, Hyderabad’s growing prominence as a global investment hub, and the government’s commitment to sustainable and large-scale infrastructure development.
A major focus of the discussion was the Hyderabad Metro Rail Phase 2 project, proposed as a joint venture between the Government of India and the Government of Telangana. With a total investment outlay of ₹24,269 crore, the state is seeking JICA’s financial support for nearly 48% of the project cost—approximately ₹11,693 crore—as a long-term soft loan. CM Reddy assured the JICA leadership that all funding proposals were being processed in full compliance with the Government of India’s foreign borrowing norms.
The Chief Minister also urged JICA to consider funding support for the Musi River rejuvenation project, aimed at transforming the polluted river into an environmental and recreational asset, as well as the development of a network of radial roads that will ease traffic congestion and enhance regional connectivity.
Emphasizing his vision to develop Hyderabad on par with global cities like Tokyo and New York, CM Reddy said, “Our focus is on creating a vibrant, modern and sustainable city that attracts global investment and improves quality of life for its citizens.”
JICA’s Senior Vice President, Mr. Shohei Hara, welcomed the state’s proposals and encouraged the Telangana government to continue working closely with the Government of India to fast-track approvals and facilitate funding from JICA. He reaffirmed the agency’s longstanding partnership with Telangana and expressed confidence in the transformative potential of the proposed projects.
Key Telangana officials who participated in the meeting included Mr. Jayesh Ranjan, Special Chief Secretary (Industries & IT), Mr. V. Seshadri, Principal Secretary to the CM, Mr. NVS Reddy, MD of Hyderabad Metro Rail, Mr. Sarfraz Ahmed, HMDA Commissioner, and Mr. B. Ajith Reddy, Secretary to the CM, among other senior bureaucrats.
With positive signals from JICA and continued focus on strategic urban investments, Telangana’s capital is on course for a transformative leap into the future.
