Journalist Moves Kerala High Court Against Conferring IPS Cadre To A Retired Police Superintended With Criminal Background

A senior journalist G. Vipinan has moved Kerala High Court on Friday challenging the decision of the Kerala Government to confer Indian Police Service (IPS), Kerala Cadre, to a retired Superintended of Police.
The petitioner has submitted that it is aggrieved by the steps taken to confer IPS to a retires police officer without considering his criminal background and in violation of the judgement of Supreme Court in State of M.P. & Ors. Vs. Parvez Khan.
The petitioner is a Senior Journalist.
The plea is filed by Advocate C. Unnikrishnan.
In 2008 the petitioner had published news against the misappropriation of money by Sales tax Intelligence Deputy Commissioner Sri Ajayaghosh.He sustained grievous injuries on head, legs and hands.
The petitioner submitted that the said official was the neighbour and close friend of the 6th respondent who was the then DSYP, Vigillance, and Kollam.
Furthermore it was alleged that the petitioner was in Police custody for more than 90 days for an allegation of attempting to commit murder of a journalist, Mr Unithan and several petitioners challenged his discharge from the criminal cases are still pending.
The case was closed at the influence of 6th respondent.
It is further submitted that the petitioner is filing the present writ petition for his personal life security because the 6th respondent may attack him again if he is given police power.
The petitioner has invoked the jurisdiction of Article 226 since his right to life guaranteed by the Constitution is at stake if the 6th respondent is given police power.
