Two Years Rigorous Imprisonment To Four Accused Including Then Registrar Of Co-Operative Society, Delhi

The Special Judge for CBI Cases, New Delhi has sentenced Shri Narayan Diwakar (IAS-Retired), then Registrar, Co-operative Society, Delhi and three then officials i.e. Shri U.S. Bhatnagar, Shri Fiaz Mohammad & Shri Kamal Singh, all to undergo two years Rigorous Imprisonment with fine of Rs.20,000/-each in one of the cases pertaining to Group Housing Societies. CBI had registered the case on the allegations that that one Suresh Chand, claiming himself to be the Secretary of Swarn Cooperative Group Housing Society, submitted an application dated 08/08/2003 to the office of Registrar, Cooperative Society, Delhi for revival of the said Society, which was registered on 27/07/1972 and was liquidated under order dated 08/01/1979 of the Dy. Registrar of Cooperative Society, Delhi. It was further alleged that Shri U.S. Bhatnagar, an accused official, had submitted false inspection report on 23/10/2003 bearing signature of non-existent person Suresh Chand as Secretary of the Society without making any verification of the Society and its members. It was also alleged that the accused including private persons entered into conspiracy and in pursuance thereof cheated the Office of Registrar Cooperative Societies (RCS) by forging documents and thereby fraudulently induced RCS office to issue revival order of Swarn CGHS Ltd. The order for revival of said Society was issued later. After investigation, a charge sheet was filled. The Trial Court found the said accused guilty and convicted them.
