TSHRC Invokes Suo Motu Powers Over Misuse of Advocate, Press, & Government Emblems

Hyderabad, 14,October,2025-The Telangana State Human Rights Commission (TSHRC) has taken Suo motu cognizance following verified information and photographic evidence revealing that three vehicles registered in Telangana are displaying unauthorized and misleading human rights-related titles, government emblems, advocate and press symbols, as well as other prohibited markings. These deceptive tactics give the false impression of official status, thereby violating several statutory provisions.

According to the TSHRC, such unauthorized use of the Emblem of India contravenes the Emblems and Names (Prevention of Improper Use) Act, 1950, specifically sections 3 and 4, which prohibit improper use of government symbols including the Ashoka emblem. The Act prescribes penalties under Section 7, which include imprisonment for up to two years, a fine of ₹5,000, or both.

Furthermore, the Commission pointed out violations under the Motor Vehicles Act, 1988, and the Central Motor Vehicles Rules, which strictly forbid the display of titles such as “Human Rights Commission” or similar designations on private vehicles. Such misuse potentially amounts to impersonation of authority, undermining public trust and breaching legal norms.

The TSHRC’s intervention came under Regulation 25 of the Andhra Pradesh Human Rights Commission (Procedure) Regulations, 2013, authorizing it to initiate action Suo motu on matters relating to human rights violations. The Commission has directed concerned authorities including the Chief Secretary of Telangana, Director General of Police, Transport Commissioner, Secretary of the Bar Council, and Secretary of the Information & Stamps Department to take immediate action and submit a detailed report.

The next hearing and status report on this matter has been scheduled for November 24, 2025. The Commission’s firm stance reflects its commitment to upholding legal propriety and preventing the misuse of official emblems and human rights-related designations in Telangana.
