TRAINING PROGRAMME FOR ADVOCATES OF TELANGANA AT NALSAR UNIVERSITY
While inaugurating the programme Hon’ble Shri Dr.Shailendra Kumar Joshi, I.A.S., Chief Secretary, Government of Telangana said that training programmes are needed to enhance quality of services being rendered by lawyers.
He said the lawyers play a significant role in dispensation of justice. To deliver justice lawyers must possess three important aspects viz. Education, Excellence & Empathy (EEE). Enlightening the trainee advocates, the Hon’ble Chief Secretary said that the triple EEE formula shall be applied by default to profession of law. He said that education devoid of excellence and empathy would render no benefit to the Society. Lawyers must not see a case as mere case file but he said see the emotions and rights of the citizen entwined with the said case file. Charging hefty fee just to showcase the status of an established lawyer would also render the profession not useful to the needy & poor those are deprived of justice. A successful Lawyer shall dedicate part of his time for working for the cause of common good of the Society.
He said profession of law is no doubt the toughest profession and requires immense hard work and perseverance to strive for excellence. In order to retain consistent growth in the profession one must be competent, affordable, accessible and render timely services. Knowledge without expression (written & oral) wouldn’t earn the position that a lawyer expects from the profession of law. The Hon’ble Chief Secretary, Government of Telangana said that lawyer shall particularly focus on enhancing their communication skills viz. (reading, writing & articulation skills) and the best way to acquire these skills would be through constant training such as the training programme being organized at Nalsar. Though a lawyer may have the art of articulation, his articulation bereft of legal knowledge would be of no use for the clients who seek his services.
The Hon’ble Chief Secretary, Government of Telangana, complimented the Advocate Welfare Trust, the Department of Law, and NALSAR University of Law for taking up the cause for providing refresher training programme to advocates within the State of Telangana. He also assured that the Government of Telangana is committed to taking up several such training initiatives which benefit the legal profession in Telangana State.
In his welcome address, Prof. (Dr.) Faizan Mustafa, Vice-Chancellor, NALSAR highlighted the recent achievement of the NALSAR University of Law including the placement of students, achievements in moot courts, NIRF and NAAC ranking scores etc. He appreciated the Telangana State Advocates Welfare Trust and the Government of Telangana for taking the five-day Advocates Training programme which is aimed at enhancing the legal skills of advocates practicing within the State of Telangana. He said that five day advocate training programme is the first of its kind in India and that NALSAR would continue to organize such training programme under the aiges of the Government of Telangana.
Hon’ble Shri.V.Niranjan Rao, Secretary to Government, Legislative Affairs, Legal Affairs and Justice, Government of Telangana & Trustee, Telangana State Advocates Welfare Trust addressing the trainee advocates highlighted various activities taken-up by Trust which includes insurance scheme, financial assistance to various Bar Associations. Further, he also assured that the on-going Advocate training programme will continue to be extended to several other advocates from the State of Telangana.
Prof. (Dr.)V.Balakista Reddy, Registrar & Programme Coordinator, NALSAR briefed about the theme and scheme of the advocates training programme. He said the five-day refresher training programme is to improve further advocacy skills for handling litigation matters, research skills to carry out legal research, Improvisation of skill-set to render legal advisory services, resolve pre-litigation issues, drafting of legal documents, contracts/agreements, court pleadings, understanding and functioning of the court system. The topics covered under this five-day training programme includes, recent issues in Land Laws, Legal Issues in Contract Management, Indian Contract Act, 1872, Legal Writing, Legal Language, & Communication Skills, Recent Trends in Criminal Law, Juvenile Justice in India, Criminal Proceedings under the Criminal Procedure Code, 1973 & Criminal Rules of Practice, Drafting of Criminal Complaints, Civil Procedure Code, 1908 and Limitation Act, 1963, Process of filing Civil Suits, Civil Rules of Practice, Practical Aspects relating to Drafting of Agreements, Deeds, Memorandum of Understandings, Legal Opinions, Transfer of Property Act, 1882, Specific Relief Act, Registration of Contracts/ Transactions under the Indian Stamp Act, 1899 & The Registration Act, 1908, Indian Evidence Act, 1872, Cross-Examination, re-examination, Advocates Act, 1961, Professional Ethics: Dos & Don’ts of legal profession, Legal Research including online legal research etc., challenges in globalisation of legal profession: Challenges and Opportunities for Indian Lawyers will be covered in these five days by Judges, senior advocates and renown academicians.
