TGHRC Initiates Enquiry into Police Abuse Allegations in Manthani; Seeks Truth Behind Custodial Death

Hyderabad, November 13: The Telangana Human Rights Commission (TGHRC), under the chairmanship of Dr. Justice Shameem Akther, has taken cognizance of two separate complaints pertaining to alleged human rights violations and has issued directions to conduct an enquiry and seek responses from the concerned authorities.

In one of the cases, (SR No. 3336/2025), the Commission received a complaint filed by Mr. E. Satyanarayana, who alleged that Mr. Degala Ramesh, Sub-Inspector of Police, Manthani Police Station, Ramagundam Commissionerate, had brutally assaulted one Mr. Seelam Raj Kumar while in police custody on December 7, 2024.

According to the complaint, the victim, unable to bear the humiliation and trauma, attempted suicide on December 8, 2024, and despite receiving medical treatment for several months, succumbed to his injuries on September 19, 2025.

The complainant further alleged that the concerned Sub-Inspector not only intimidated the family members of the deceased but also deployed a heavy police force in the area and forcibly conducted the cremation of the body on the same night to suppress possible public outrage and prevent unrest in the locality.

Taking serious note of these grave allegations, the Commission observed that the matter involves serious violation of human rights and therefore warrants a detailed enquiry. The TGHRC has directed issuance of summons to Mr. Degala Ramesh, Sub-Inspector of Police, to appear before the Commission on December 4, 2025, for an in-person hearing. The Commission has also directed the presence of the complainant on the same date to facilitate the enquiry proceedings.

The Commission emphasized that such allegations, if proven true, constitute a grave breach of constitutional rights and the principles of human dignity, and reiterated that law enforcement officials must act strictly within the bounds of law and due process.

Further action in the matter will be taken following the appearance of the parties and submission of detailed reports by the concerned authorities.
