Tamil Nadu Online Gambling Bill: DMK MP & Senior Advocate P. Wilson Move Suspension of Business Notice in Parliament Under Rule 267

New Delhi (JQNS), 14-03-2023 DMK MP & Senior Advocate Pushpanatha Wilson move suspension of business notice to Rajya Sabha House along with the former Cabinet Minister and Fellow MP T.R Balu pertaining to the seriousdiscussions over the Online Gambling Bill,which Governor of tamil Nadu RN Ravi recently returned without making any assent.
The letter states that ‘To discuss on returning of billThe Tamil nadu Prohibitionof online Gambling Bill 2022, by the Hon’ble Governor of Tamil Nadu and the consequences thereof”
It is sought under rule 29 of the Rules of Procedure and Conduct of business which is list of Business”is to be suspended by invokingRule 267 of the Rules of Procedure & Conduct of Business.
In the recent past online gambling has led to the death of 44 persons in the Stae of Tamil Nadu alone and has made the student to get addicted and many families are ruined.
He further went omn to explain how the Governor is withholding his assent and kept the Bill for 142 days without giving his assent and sent it back without proper sound reasoning.
He further submitted that the Bill was formed by the expert Committeethat include retire Justice K. Chadru. Wilson wrote that the Governor has assumed the postiton of the constitutional court, which violates Article 50 of the Constitution and will set a bad example for upcoming Governors.
The DMK MP argued that the Rajya Sabha rules were governed by precedence and the Rajya Sabha Rule Book defines “Rule 267” Under “Suspension of Rules” as an instance where “any Member, may, with the consent of the chairman, move that any rule may be suspended in its application to a motion related to the business listed before the council of that day and if the motion is carried, the rule in question shall be suspended for the time-being.
