Mumbai Cop Accuses Param Bir Sing of Defaming the Entire Police Force Through Corrupt Practices, Moves Apex Court Opposing Singh’s Plea for Transfer of Cases to CBI

An intervention Application (AI)has been filed in Supreme Court opposing the prayer to transfer of all investigations and inquiries pending against Singh to any other State outside Maharashtra.
Police officer Bhimraj Rohidas Ghadge opposed the transferof cases filed against Singh to the Central Bureau of Investigation (CBI), stating that the writ petition filed by Singh for this purpose amounts to pure abuse of the due process of law.
The intervenor, is a police officer, having spent his entire career of 27
years, with the Mumbai Police/Home Department, and had never
received a single complaint against him regarding any alleged
misconduct or misbehaviour. However, the applicant submits that has
suffered enormous injustice and victimization at the hands of the
present Petitioner, since the applicant had not obliged him by
favouring anti- social elements. The intervenor has enough reasons to
submit that the Petitioner herein has done great disservice to his cadre
and to his State all these years, and had defamed the police force,
through corrupt practices during his entire service period.
He further claims that as many as 39 police inspectors came to be transferred of which 11 were therefore, once again preferred a representation on 29.06.2015 to the petitioner stating that he was subjected to injustice inasmuch as 11 police
inspector’s junior to him were appointed as senior police inspectors. Further the applicant had a blemish less career with good confidential reports.
Earlier the Chairman, SC-ST Commission directed the petitioner to post the
intervenor as Senior Police Inspector and submit the compliance report
vide Order dated 19.08. 2015.Subsequently it was alleged sigh developed a prejudice against Ghadge and started taking undue interest in some of the high-profile offences that he was investigating.
The Application filed by Advocates Vipin Nair on behalf of the Police Officer states that applicant has suffered suffered enormous injustice and victimization at the hands of the present Petitioner, since the applicant had not obliged him by favouring social elements. The intervenor has enough reasons to submit that the Petitioner herein has done great disservice to his cadre and to his State all these years, and had defamed the police force, through corrupt practices during his entire service period.
The Intervenor further pointed out that his seniority as well as category
was not considered while appointing those senior police inspectors. He
specifically made a grievance that he was denied appointment as senior
police inspector merely because he belonged to “Mahar” Scheduled
Caste. He therefore, requested the petitioner, the then Police
Commissioner, Thane to personally look into the matter and do justice to him vide application dated 29.06.2015.
It has been further submitted that the petitioner submits that it has become need of the hour, that the illegalities including criminalities committed by the respondent No. 4 and other officials who are aiding and abetting the illegal activities of the officials, or builders be brought to the fore and the officers be put to strictest proof for their misconduct.
As a consequence, four offence were registered against the intervenor within a span of ten days and he was placed on suspension. Further attempts were made to silence the Applicant.
He further submitted that Several builders including one Mr. Tharwani who were acting in collusion with the officials of the Kalyan-Dombivli Municipal Corporation had duped the Government to the extent of Rs. 124 crores by falsely availing tax exemption under section 80-IB of the Income Tax Act, 1961 under a scheme to boost affordable housing for poor, floated by the Central Government, despite the fact that they were not entitled to avail such benefits.
