Legal Blow to TGTRANSCO: ₹5 Lakh Compensation & Systemwide Audit Ordered by THRC

Hyderabad, 02, August, 2025- In a strong rebuke to official negligence, the Telangana State Human Rights Commission (GHRC), led by Hon’ble Dr. Justice Shameem Akther, has held TGTRANSCO vicariously liable for the tragic death of 10-year-old Master B. Shreyan of Jadcherla, who was electrocuted due to an unguarded 160KV roadside transformer.

“The Chairman and Managing Director, TGTRANSCO, is recommended to call for reports from all the concerned officers under his control, regarding the present condition of transformers installed throughout the State of Telangana, and place the compilation of report before this Commission within thirty (30) days from the date of receipt of a copy of this order,” in compliance of Section 18(e) of the Protection of Human Rights Act, 1993.

Despite prior incidents at the same location—where both a cow and a stray dog had died—the concerned authorities allegedly failed to take corrective action. In its order dated 14.07.2025 (HRC.No.2650/2025), the Commission recommended a compensation of ₹5,00,000 to be paid to the victim’s parents and directed the Chairman and Managing Director of TGTRANSCO to take urgent corrective steps.

The Chairman & Managing Director, TGTRANSCO is further recommended to conduct a detailed enquiry into the negligence on the part of the concerned officers that led to the death of Master B. Shreyan, which occurred on 04.06.2025 at Saraswathi Nagar Colony, Jadcherla, and initiate departmental action against the erring officials within sixty (60) days from the date of receipt of a copy of this order.”

The Commission has issued the following directives:

  1. Statewide Audit: Submit a comprehensive report on the safety and condition of all transformers across Telangana.
  2. Preventive Measures: Implement routine inspections and adopt preventive safety measures immediately.
  3. Accountability: Conduct an enquiry into the negligence of responsible officials and take appropriate departmental action within 60 days.
  4. Compliance: Submit a detailed compliance report to the Commission within 90 days.

The GHRC’s intervention underscores the urgent need for accountability and infrastructure safety to prevent such tragedies in the future.
