DMK Leader P. Wilson Introduces Groundbreaking Bill to Reform Judicial Appointments, Ensure Greater Representation

Delhi 7, February,2025. Today marks a pivotal moment in my journey as a Parliamentarian. I am deeply grateful to my esteemed leader, M.K. Stalin, Chief Minister of Tamil Nadu, for providing me with this incredible opportunity to bring about meaningful change.

In Parliament today, I introduced an important Private Member’s Bill aimed at reforming judicial appointments in India. The Bill seeks to ensure fair representation for OBCs, SCs, STs, and women in proportion to their population when appointing judges to the High Courts and Supreme Court of India. This is a critical step towards a more inclusive and diverse judiciary.

The Bill also emphasizes the need for greater involvement of State Governments in the judicial appointment process, particularly when appointing High Court Judges or elevating Chief Justices to the Supreme Court. It proposes giving a constitutional framework to the collegium system and sets a time limit for the Union Government to notify collegium recommendations.

The judiciary holds the significant power to decide on the validity of laws passed by the legislature and policies set by the executive. Hence, it is crucial that our courts reflect the social diversity of both the States and the country at large. The higher judiciary, encompassing the Supreme Court and High Courts, has for 75 years remained an institution where reservations have been excluded. It is high time for the judiciary to mirror the vibrant, multifaceted society we serve. It cannot continue to be the domain of a single homogeneous class. The bench must represent the true diversity of the nation!
