CIC Posts in Telanagana: Forum For Good Governance Seeks Urgent Filling of Posts of CICs, Telangana High Court Issues Notice to State Government.

Hyderabad 7, April, 2023:A Non-Profit organization Forum for Good Governance (FGG), file a PIL in Telangana High Court seeking to fill the posts of CIC’s and state Information Commissioners (I.C.s).

It is submitted that inaction of the Telangana Government in not making any efforts to appoint C.I.Cs and I.Cs as illegal and arbitrary.

The Telangana High Court while observing that filling up of vacancies pertaining to CICs and ICs is an important issue and on Thursday issued notice in this regard to the State Government of Telanagana.

The PIL was file by an NGO Forum for Good Governance (FGG), represented by its Secretary Mr. M.Padmanabha Reddy.

A Division bench comprising of the Chief Justice of Telangan Justice Ujjal Bhuyan and Justice N. Tukaramji noted that the hearing of the matter by the High Court should not be an obstruction for the government fill up the posts.

It is further submitted that the State, C.I.C and the State I. Cs shall be appointed by the Governor on the recommendation of the Committee consisting of the Chief Minister who shall be Chairperson, leader of the opposition and a cabinet minister.

It is submitted that Secretary of the Commission has brought the demitting of office by all the Commissioners on 24.02.2023 well in advance and requested the State Government to take steps for appointment of new Commissioners. Again on 25.02.2023 after demitting of office all Commissioners he has written second letter informing the Government duly explaining the demitting of office of Commissioners, till now there is no response.

The petitioner contended that It is submitted that the Commission receives appeals regularly from people and dispose of.As on 24.02.2023 about 9244 appeals and complaints are pending in the Commission.  It is further submitted that the Commission receives on an average 650 appeals and complaints per month.

The PIL petition is posted to June for further hearing.
