New Delhi, October 24, 2026: In a significant development concerning the representation and welfare of the legal fraternity, newly elected members of the Bar Council of India (BCI), Chidambaram Kaligineedi from Andhra Pradesh and Dhananjaya C. M. from Karnataka, formally assumed charge as members of the apex statutory body regulating the legal profession in India on Saturday.

The induction took place at the BCI office in New Delhi in the presence of BCI Chairman and Rajya Sabha Member Manan Kumar Mishra and Chairman of the Bar Council of Andhra Pradesh, Sri Balaji Yalamanjula.

The occasion marked the formal commencement of the two members’ responsibilities within the national regulatory body, which plays a central role in maintaining professional standards, safeguarding the interests of advocates and addressing issues affecting the legal profession across the country.

BCI Chairman Felicitates Andhra Pradesh Bar Council Chief

During the meeting, BCI Chairman Manan Kumar Mishra felicitated Balaji Yalamanjula on his election as Chairman of the Bar Council of Andhra Pradesh.

The interaction also provided an important platform for deliberations on the welfare of advocates, particularly the need to strengthen social security measures and extend welfare and insurance benefits to legal practitioners across different States.

The discussions highlighted a pressing concern within the legal community the need for a more comprehensive and coordinated approach to advocates’ welfare, ensuring that members of the Bar have access to appropriate support and protection against financial and personal hardships.

Nationwide Welfare and Insurance Cover for Advocates Sought

Raising the issue of social security for members of the legal profession, Balaji Yalamanjula urged the BCI Chairman to take necessary steps towards extending advocates’ welfare schemes and insurance benefits across all States on the lines of the welfare provisions available to advocates in Delhi.

He emphasised that advocates, who play an indispensable role in the administration of justice and the protection of citizens’ legal rights, require adequate institutional support to address the uncertainties associated with professional life.

The Andhra Pradesh Bar Council Chairman called for the development of a comprehensive framework that could provide a more uniform and accessible system of welfare protection for advocates throughout the country.

He further stressed the importance of coordinated action between the Bar Council of India and the respective State Governments to facilitate the implementation and expansion of such benefits.

The proposal seeks to bring the issue of advocates’ welfare into sharper focus at the national level, with particular emphasis on reducing disparities in access to insurance and welfare assistance across different jurisdictions.

Manan Kumar Mishra Assures Consideration

Responding to the representation, BCI Chairman Manan Kumar Mishra assured that the matter would be taken up for consideration.

While the assurance signals that the proposal has been brought to the attention of the national Bar body, further deliberations and appropriate institutional steps would be necessary to determine the framework, scope and implementation of any nationwide welfare initiative.

The discussion assumes significance in view of the critical role played by advocates in the justice delivery system. From representing litigants before courts and tribunals to assisting in the interpretation and enforcement of law, members of the Bar constitute an essential pillar of the constitutional framework.

A structured welfare mechanism could help address the financial vulnerabilities faced by advocates, particularly those in the early stages of their careers and practitioners who may lack access to adequate insurance or other forms of social protection.

Strengthening the Institutional Support System for the Bar

The meeting underscored the importance of strengthening advocates’ welfare schemes and ensuring greater social security for members of the legal fraternity across India.

The demand for nationwide welfare and insurance benefits also brings into focus the need for sustained institutional dialogue among the BCI, State Bar Councils and State Governments to examine viable models of assistance and their effective implementation.

For the legal profession, the issue extends beyond financial assistance. Adequate welfare measures can contribute to professional dignity, economic security and the ability of advocates to continue discharging their responsibilities within the justice delivery system.

The deliberations in New Delhi have placed the proposal for wider welfare coverage before the Bar Council of India for consideration.

The next steps would determine whether the demand can be translated into a coordinated framework capable of extending meaningful social security to advocates across the country.
