NHRC’s Swift Suo Motu Action: 5 Minors Endure Rape, Torture in 18-Hour Gurugram Captivity Over Petty Theft

New Delhi: 11th February 2026-The National Human Rights Commission (NHRC), India has taken Suo motu cognizance of disturbing media reports alleging that five children, aged between 11 and 14 years, were illegally confined for nearly 18 hours in an under‑construction building at DLF Phase‑3, Gurugram, Haryana.

The minors were reportedly stripped, subjected to sexual assault, and tortured by a contractor and his associates on suspicion of theft, with allegations that petrol was poured over them.

Treating the matter as a grave violation of human rights, the Commission has issued a notice to the Gurugram Police Commissioner, directing submission of a detailed report within two weeks.

The Commission has taken serious note of the contents of the media report and observed that, if the allegations disclosed therein are found to be true, they reveal grave and disturbing violations of the fundamental human rights of the victim children.

Viewing the matter with utmost seriousness, the Commission has issued a formal notice to the Commissioner of Police, calling upon the authority to submit a comprehensive and action-taken report in the matter within a period of two weeks.

As per the media report dated 5th February 2026, the incident reflects a deeply humiliating and degrading treatment meted out not only to the children but also to their mothers.

It is reported that upon reaching the spot, the mothers of the victim children were also made to sit alongside them and were allegedly subjected to public humiliation and indignity by the perpetrators. The incident surfaced after the mother of one of the victims approached the police station on 3rd February 2026 to formally lodge a complaint, thereby bringing the matter to the attention of the authorities and triggering official action.
