Uttar Pradesh Building Collapse: NHRC Takes Suo Moto Cognizance, Orders Immediate Report on Labourers’ Deaths

New Delhi, December 3, 2025: The National Human Rights Commission (NHRC), India has taken suo motu cognizance of a tragic incident in Uttar Pradesh’s Gautam Budh Nagar district, where four labourers lost their lives and several others sustained injuries following the collapse of an under-construction, illegal building in Nagla Hukum Singh village of Jevar. Acting on media reports of the November 19 disaster, the Commission has issued notices to the District Magistrate and the Commissioner of Police, Gautam Budh Nagar, seeking a detailed report on the circumstances of the collapse, the health status of the injured, and the compensation, if any, provided to the families of the deceased.

According to reports, ten labourers were working at the site when the three-storey structure, allegedly being built without requisite permissions, came crashing down. While four workers were confirmed dead and several others injured, one labourer was reported missing, raising concerns about safety oversight and accountability in construction practices. The NHRC’s intervention underscores the urgency of ensuring justice for the victims and accountability from local authorities in cases of illegal construction that endanger human lives.

The Commission has observed that the contents of the news report, if true, raise serious issues of violation of human rights of the victims. Therefore, it has issued a notice to the District Magistrate and the Commissioner of Police, Gautam Budh Nagar, calling for a detailed report on the matter within two weeks.

The report is expected to include the health status of the injured persons. It is also expected to include the compensation, if any, provided by the concerned authorities to the NoK of the deceased and to those injured.

According to the media report, carried on 20th November 2025, the building collapsed from bottom to top within seconds as the shuttering for the third floor was being removed.
