Chief Justice B.R. Gavai Urges Synergy Between Judiciary and Executive for Adequate Financial Resources to Reach Every Citizen

Mandangad, Ratnagiri | October 13, 2025 — In a significant stride toward strengthening the justice delivery mechanism in the Konkan region, the newly constructed Court Building at Mandangad, District Ratnagiri, was formally inaugurated by the Hon’ble Chief Justice of India, Justice Bhushan Ramkrishna Gavai. The ceremonial occasion marked a pivotal moment in Maharashtra’s judicial infrastructure expansion.

Gracing the event were eminent dignitaries including the Hon’ble Chief Minister of Maharashtra, Devendra Fadnavis; Hon’ble Chief Justice of the Bombay High Court, Justice Chandrashekar; Deputy Chief Minister Eknath Shinde; Guardian Minister for Ratnagiri Uday Samant; and Hon’ble Justices Makarand Karnik and Madhav Jamdar. Senior members of the judiciary and distinguished guests from across the State lent their presence to this august gathering.

The inauguration underscores the judiciary’s commitment to ensuring accessible and timely justice for all, particularly in underserved regions. The new facility is expected to enhance judicial efficiency and reinforce public trust in the rule of law.

Delivering his keynote address at the inauguration of the Mandangad Court Building, Hon’ble Chief Justice of India, Justice Bhushan Ramkrishna Gavai, underscored the critical need to fortify grassroots judicial infrastructure as a means to deepen public confidence in the legal system.

Reflecting on India’s resilience through turbulent chapters of history, Justice Gavai remarked, “The country has remained united and on the path of development in war and peace. We have seen internal Emergency as well, but we have remained strong and united. It is because of Dr. Babasaheb Ambedkar’s Constitution.”

His words resonated as a tribute to constitutional values and a call to action for continued investment in judicial accessibility across the nation.

A statue of Dr. Babasaheb Ambedkar, along with murals illustrating key milestones from his life, was unveiled by the Hon’ble Chief Justice of India. The newly inaugurated, state-of-the-art judicial complex stands as a testament to the judiciary’s steadfast commitment to delivering accessible, timely, and effective justice to all citizens, including those in the most remote corners of the nation. The facility features modern courtrooms, advanced digital infrastructure, and comprehensive amenities designed to meet the evolving needs of judicial administration in the region.

“”In the last 22 years as a judge, I have stood for decentralisation of justice and ensured several judicial infrastructure projects are completed. What gives me immense satisfaction is the Kolhapur circuit bench (of the Bombay High Court) and this Mandangad court building, which has been completed in two years,” he said. Calling it the realisation of a dream, the Chief Justice of India thanked the Maharashtra Government for expediting the Mandangad court building project”

Speaking at the inauguration ceremony, Hon’ble Chief Justice of India, Justice Bhushan Ramkrishna Gavai, emphasized that while the doctrine of separation of powers entrusts both the executive and judiciary with distinct roles in upholding justice, meaningful cooperation between the two remains essential—particularly in matters of financial support.

“To ensure that justice truly reaches every corner of the nation, the judiciary must receive adequate cooperation from the executive, especially in terms of infrastructure funding,” Justice Gavai stated.

He further expressed pride in the recent inauguration of court buildings in Nashik, Nagpur, Kolhapur, and Daryapur, commending the high standards of their construction as a testament to the shared commitment to judicial excellence.

This occasion carries profound historical and cultural significance, as Mandangad Taluka is home to Ambadve village — the original ancestral village of Bharat Ratna Dr. Babasaheb Ambedkar, the principal architect of the Indian Constitution and a towering figure in the history of social justice. The establishment of a modern court building in this region is not merely an infrastructural achievement but a tribute to Dr. Ambedkar’s lifelong mission of empowering the marginalized and upholding the rule of law.

The inauguration witnessed an overwhelming response from the local legal fraternity, judicial and administrative officers, members of civil society, and citizens, all of whom expressed optimism that the newly established court complex would stand as a beacon of justice for generations to come. The ceremony underscored the judiciary’s enduring commitment to strengthening access to justice in rural and underserved regions of the country, while reaffirming the constitutional vision of equality and empowerment championed by Dr. Babasaheb Ambedkar—whose legacy continues to illuminate the path of the Indian judiciary.
