NHRC Takes Suo Motu Cognizance of Assault on Journalist in Assam; Notice Issued to DGP for Detailed Report

New Delhi, September 13: The National Human Rights Commission (NHRC) has taken suo motu cognizance of media reports concerning the alleged assault on a journalist by a group of anti-social elements near the Lumding Railway Institute, Assam, on the intervening night of September 7, 2025. The incident reportedly resulted in grievous injuries to the victim, who was subsequently rescued by the police and shifted to a hospital for medical treatment.
Taking note of the matter, the Commission has observed that the allegations, if substantiated, raise a prima facie case of violation of the right to life, liberty, and dignity guaranteed under Article 21 of the Constitution of India. Accordingly, invoking its powers under the Protection of Human Rights Act, 1993, the NHRC has issued a formal notice to the Director General of Police (DGP), Assam, seeking a comprehensive factual report within two weeks.
The Commission has further directed that the report should specify the steps taken by the law enforcement authorities, including the registration of FIR, identification and arrest of the perpetrators, as well as measures proposed to ensure the safety and security of journalists in the region.
According to the news portal report dated September 9, 2025, the incident occurred when the journalist was returning home after work. The victim has reportedly expressed apprehension regarding his personal safety and urged the authorities to initiate appropriate legal proceedings against the offenders.
Meanwhile, the Lumding Press Club and local residents have strongly condemned the incident, demanding strict penal action against the culprits and enhanced security arrangements for members of the press to ensure the freedom of the press and the safety of journalists performing their professional duties.
