Hyderabad Youth’s Event Blocked, Legal Battle Reaches High Court

Hyderabad, August 21, 2025 — In a developing legal battle over civic engagement and youth mobilization, Mohd. Shaibaz Khan, a resident of Swaraj Nagar, Borabanda, has filed a writ petition in the Hon’ble High Court of Telangana challenging the denial of permission to conduct a public event organized by the Hyderabad Youth Courage (HYC).
The petitioner, a businessman and active supporter of HYC, stated that the organization had planned a Joining Programme and ration kit distribution for underprivileged communities at Prof. K. Jaya Shankar Function Hall in Borabanda on August 3, 2025. However, the request was rejected by the concerned authorities on August 2, prompting allegations of arbitrary action and violation of constitutional rights.

Khan contends that the denial violates Articles 14, 15, 16, and 21 of the Constitution of India, as well as provisions under the Bharatiya Nagrik Suraksha Sanhita (BNSS). He has urged the court to direct the authorities to grant permission for the event on a mutually agreeable date.
Hyderabad Youth Courage, registered under the Societies Registration Act and recognized by Darpan NGO, has gained significant traction among youth across India. Under the leadership of its President, Mr.Salman Khan, the organization has conducted multiple community outreach programs, including previous events with police approval.
The petitioner also alleged that detractors unhappy with the growing popularity of HYC’s leadership have attempted to malign the organization by falsely implicating its president in legal cases.
The court is expected to hear the matter soon, as the case raises broader questions about freedom of assembly, administrative transparency, and the role of youth organizations in civic welfare.
It is submited that, under the undue influence of certain political leaders, the police officers, without independent application of mind, have mechanically rejected our application dated 31-07-2025. As the organizer of the said programme, I had duly submitted an application on 31-07-2025 to the 2nd respondent, clearly stating that the programme was scheduled to be conducted on 03-08-2025, between 3:00 p.m. and 6:00 p.m., at Prof. K. Jaya Shankar Function Hall, NRR Puram, Site-III, Borabanda, Hyderabad.
However, keeping in view the sentiments of local community leaders belonging to backward classes, it was also decided to distribute ration kits to the weaker sections of society during the event.
