Rs. 202 Crore Scam Fallout: ED Freezes Properties in Manav Bharti Fake Degree Racket

Shimla 10, July-2025 The Directorate of Enforcement (ED), Shimla, has intensified its crackdown on the infamous Manav Bharti University fake degree scandal by provisionally attaching seven immovable properties worth ₹1.74 crore. These properties, linked to commission agents Abhishek Gupta, Himanshu Sharma, and Ajay Kumar, are located across Bihar, Delhi, Uttar Pradesh, and Haryana.
Inside the Investigation Triggered by three FIRs filed at Dharampur Police Station, Himachal Pradesh under IPC provisions.
ED unearthed a massive racket led by Raj Kumar Rana, President of Manav Bharti University (MBU), involving the sale of fake degrees worth a staggering ₹387 crore.
Commission agents acted as intermediaries between buyers and university officials, receiving a cut of the criminal proceeds.
These funds were channelled into acquiring assets across multiple states.
Legal Developments:
ED has filed a Prosecution Complaint against 14 individuals and 2 entities under PMLA, 2002. The Special Court, Shimla took cognizance on January 4, 2023.
Earlier attachments include ₹194.14 crore (2021) and ₹5.8 crore (2025), both confirmed by the Adjudicating Authority under PMLA.
Current Status:
Total attached assets in the case now stand at approximately ₹202 crore.
