CBI Cracks Down on Major Paper Leak Scam in East Central Railway, 26 Arrested in Mughal Sarai Operation

In a major crackdown, the Central Bureau of Investigation (CBI) has busted a Departmental Examination paper leak scam under the East Central Railway at Mughal Sarai, following a high-stakes operation on the night of 3rd and 4th March 2025. A case has been registered against a Senior Divisional Electrical Engineer (Operations) [Sr. DEE (Ops)] and 8 other railway officials, as well as unknown candidates and others involved. A total of 26 railway officers, officials, and departmental candidates have been arrested in connection with the scandal.
The East Central Railway had organized a Departmental Examination on 4th March 2025 for the position of Chief Loco Inspectors. However, during CBI checks at three locations on the intervening night, 17 candidates were found in possession of photocopies of hand-written question papers.
According to the investigation, the Sr. DEE (Ops) was responsible for preparing the question paper for the exam. In a brazen act of corruption, he allegedly wrote the questions in English and handed them over to a Loco Pilot, who translated them into Hindi. The questions were then passed on to an OS (Training), who, in turn, distributed them to candidates via other railway employees. The Sr. DEE (Ops) and several other railway officials have been arrested for their involvement in accepting bribes and leaking the examination papers.
The 17 departmental candidates, currently employed as Loco Pilots, allegedly paid money for the leaked question papers and were caught red-handed with the illicit copies during the CBI operation. All of these candidates have been arrested.
In a series of raids conducted at eight locations, the CBI recovered a staggering Rs. 1.17 crore in cash, believed to have been collected from the candidates in exchange for the leaked papers. The hand-written question papers and their photocopies were seized, and upon comparison with the original exam paper, they were found to match perfectly.
The investigation is ongoing as CBI continues to probe deeper into the scam.
